1. I hope that this message finds you well. I am writing in order to share that I have been fortunate to correspond with representatives of the NASA Jet Propulsion Laboratory since the spring of 2014 regarding observations of the asteroid 99942 Apophis (which, in part, gave rise to 'The Dionysus Program,' proposal highlighted in a post located here).
2. These conversations led to an analysis of the current sociopolitical environment and a debate as to how to unify communities in the United States of America. As a result of these discussions, I have compiled an eight-page research essay with respect to the advantages that may be gained through the integration of law-making bodies within a global council which I have named, “The Congress of the United States of Earth,” based upon a proposal by Doctor Wernher von Braun.

We have heard of the impious doctrine in the Old World, that the people were made for kings, not kings for the people. Is the same doctrine to be revived in the New [World]?
It is too early for politicians to presume on our forgetting that the public good, the real welfare of the great body of the people, is the supreme object to be pursued…
The Senators and Representatives, and the members of the several State legislatures, and all executive and judicial officers shall be bound by oath or affirmation to support this [federal] Constitution. It has been asked why it was thought necessary, that the State magistracy should be bound to support the federal Constitution, and unnecessary that a like oath should be imposed on the officers of the United States, in favor of the State constitutions. Several reasons might be assigned for the distinction. The members of the federal government will have no agency in carrying the State constitutions into effect. The members and officers of the State governments, on the contrary, will have an essential agency in giving effect to the federal Constitution.”
